Abstract

En este ensayo introductorio se propone una reflexión abierta sobre las características de la cooperación china en América Latina y el Caribe (ALC) en el contexto de la crisis hegemónica de EEUU. La relación de China con la región permite analizar la identidad distintiva de su Cooperación Sur-Sur (CSS) a partir de las estrategias de bajo perfil de Deng Xiao Ping (1978) y la reciente de lucha por el éxito de Xi Jinping (2013), reforzada ahora por la nueva doctrina de los Derechos Humanos (2017) y afectada por la reorientación del modelo de desarrollo de la República Popular. A partir de la preocupación norteamericana por frenar el ascenso de China y su recomendación a los países de ALC de negociar más asertivamente y a nivel regional, se proponen futuras líneas de investigación siguiendo la hipótesis de la construcción de un orden regional por parte de China, del que el nuevo régimen internacional de CSS bajo su liderazgo será componente fundamental.
